West Norfolk Rural Community Capital Grants

Grant Overview

This Fund is being delivered on behalf of the Borough Council of King’s Lynn and West Norfolk, and is funded by the UK Government through the Rural England Prosperity Fund. It provides capital grants to community organisations in the rural areas of the Borough of King’s Lynn and West Norfolk. For the purposes of this Fund, this excludes King’s Lynn and some built up industrial areas. To determine if your project is in an eligible area, see the map link below. 

Projects should have the overarching objective of providing resilient community services and assets for local people to benefit the local economy, to address the challenges of rural isolation, support social cohesion and boost local pride.

 

Available Funding

There is a total of £225,000 available for capital grants of between £10,000 and £50,000 for investment in 2024/25. Match funding of 25% is required and must be confirmed at the time of application. Part of the match funding element (at least 10% of the total project cost) must come from cash, however an in-kind contribution can be considered for the remaining amount.

This is the second year of funding. Groups who were successful in year one are eligible to apply for new projects in year two.

Projects must be deliverable before the end of March 2025. Funding will not be provided for any works undertaken after this date.

Fund aim
  • This Fund will support investment into the creation or improvement of infrastructure, i.e., buildings or equipment, which will enhance and strengthen community assets, facilities and local provision. Projects should consider their environmental impact, for example through the use of climate resilient infrastructure which can adapt to changing external factors, or the inclusion of net-zero infrastructure.
  • Objective: to support communities to build upon their local offer through well-serviced facilities which meet specific local needs now and into the future. Projects should create, improve and futureproof community facilities, green spaces and communal infrastructure.
  • Vision: social cohesion and local pride. Investment will be prioritised for projects which reduce carbon emissions, create resilient infrastructure, improve and create facilities that benefit the rural community and the wider environment, and increase opportunities for local groups to operate and further invest back into the area.
Grant Exclusions

Grants cannot be used for the following:

  • Revenue/activity costs.
  • Work that there is a statutory duty to undertake.
  • Purchasing assets which do not have a lasting value (1 year minimum).
  • Purchasing/repairing play equipment, outdoor gym equipment or similar items.
  • Purchasing benches, picnic tables or similar outdoor items.
  • Recoverable VAT.
  • Reimbursement for work previously carried out.
  • Work undertaken after 31/03/2025.
  • Bus shelters.
  • Defibrillators.
  • Footpaths/trods/waymarking or similar items.
  • Non-electric vehicles.
  • Projects that still need to raise additional funding at the time of application.
  • Projects that don’t have relevant planning (or other) permissions in place at the point of application.
  • Projects that have received funding from other DEFRA schemes e.g. The Platinum Jubilee Village Hall Fund.

Examples of fundable projects include: 
  • Upgrading of community spaces to provide enhanced community use – such as accessibility improvements, or provision of catering facilities
  • Installation of new community infrastructure which will enhance local amenities – such as environmentally minded extensions to community building to increase community use
  • Community led environmental projects – such as opening a repair and repurpose hub, or a food waste café
  • Projects to enhance usage of local green spaces – such as creating a community compost facility, or creating/enhancing community allotment schemes
  • Green community energy schemes – such as community owned renewable energy installations
How to apply:

The Fund has a two-stage application process:

  • Stage 1 – Complete an ‘outline proposal’ to tell us about your idea and how it fits with the Fund objectives. This stage is now open, and we expect outcomes from this stage to be announced in February 2024. You can find a link for this form below. The completed form should be returned to grants@norfolkfoundation.com or sent to us by post.
  • Stage 2 – Applicants successful at the outline proposal stage will be sent a full application form. We expect decisions from the final stage to be announced in May 2024, so project dates should start from then.
